"Human Rights and Human Wrongs in Southeastern
Europe" was the name of the summer school held
from 26th of August till 9th of September2001. in Milocer,
Montenegro. The course director was Prof. Dr. Wolfgang
Benedek and the course coordinator Mag. Minna Nikolova.
Host institution was European Training and Research
Center for Human Rights and Democracy - Graz in cooperation
with WUS-Austria and the Human Rights Center of the
University of Podgorica within the framework of the
project "Establishment and Networking of Human
Rights Centers in former Yugoslav Republics".This
summer course was envisioned as at wo-week modular course
of lectures, workshop discussions, case-studies and
a simulation game at the end. The lectures presented
a general overview of the UN and the European human
rights protection systems with an extensive focus on
issues of importance to South-Eastern Europe (Dayton
Agreement, Kosovo Agreement, Stability Pact). An analysis
of the main human rights protection instruments at place
and their applicability and effect in the Southeastern
European context were discussed and assessed. During
the first week of the course, the participants received
the background knowledge and information which enabled
them to take an active part in the case-study sessions
and the simulation game at the end of the course. The
topics which the course covered were:o An introduction
to the origins, philosophy and nature of the Human Rights
concepto Identification of current Human Rights issues
in South-eastern Europeo The universal and regional
norms for Human Rights Protection in Southeastern Europeo
The Council of Europe Framework Convention for the Protection
of National Minorities and Minority Rights Protection
issues in the Southeastern European contexto Ethnicity
and Minority Rights Protection in South-eastern Europeo
Discussion on the Convention Relating to the Status
of Refugees as well as issues related to refugee and
internally displaced people flows and returns in South-eastern
Europeo Women's Rights with a special focus on Violence
against Women in Southeastern Europeo Civil Society
and Human Rights in the Southeast European Contexto
The role of higher education in the development of Culture
of Human Rights in South-eastern Europe Human Rights
education: new technologies and innovative methodologies
