Purposes and Objectives of Workshop:

The Workshop is based on the Manual on Human Rights Education "Understanding Human Rights" produced by the European Training and Research Centre for Human Rights and Democracy (ETC) in Graz on behalf of the Austrian Ministry of Foreign Affairs and the Human Security Network. It is presently being translated into Croatian and Serbian as well as Albanian to be used more widely in schools, universities and adult education as well as in training of NGOs and civil servants in the region of South-East Europe.

The focus of the workshop will be on economic and social rights, i.e. poverty, for which purpose the respective module of the manual as well as the introduction will be available in translation. Our purpose will be to test the relevance of the module in the local and regional context and to complement it with local and regional materials. For this purpose an introduction into the concept and methodology of the manual will be given, the exercises contained in the manual will be tried out and its applicability as a teaching tool in the local and regional context will be discussed in the light of presentations on poverty reduction in Montenegro and globally.

HRC MO team organized a three-day length HR and Democracy seminar on "Free Media and Democracy", from7th -9th of November 2001 at the HRC MO Library for the students and teaching staff of both academic communities of Mostar, the media and NGO staff functioning in Mostar as well as for HR activists. For the purpose of this seminar, the HRCMO edited and produced "Free Media and Democracy" Handbook and arranged the lectures to be delivered by respective lecturers as following: Ambassador Colin Munro, Head of OHR South Mrs. Avis Beneš, OHR South Spokesperson, Head of OHR Media Department Univ. Prof. Zdravko Grebo, Law Faculty, University of Sarajevo Univ. Prof. Drago Marić, College of Journalism, University of Mostar Mag. Mirjana Nadaždin-Defterdarevic, Law Faculty, University "Džemal Bijedic" of Mostar Mag. Ivo Rozic, Law Faculty, University of Mostar

Main topics and issues discussed were:

1. The role of free media in creating a democratic society in B&H
2. Freedom of expression in European Union legislation
3. Content, scope and outreach of freedom of expression (information)
4. Freedom of expression (information) and state control mechanism
5. Freedom of expression and/or right to privacy
6. International legislation on media, freedom of expression, access to information, prohibition of discrimination and its application within B&H media
7. Legally and by international documents regulated restrictions of freedom of expression (information)
8. Analysis of different media reports on ethnic and minority group members in peace and confidence building up process in post-war Mostar and B&H
9. "Speech of Hate" phenomenon directed at social groups belonging to other nation, religion, race or origin/background

13. Are there really independent media(impartial and professional) or just economically self-sustainable?

HR & Democracy Seminar "UN Documents on Protection of Human Rights"
The seminar was organized by HRC Banjaluka within the framework of the HRC NET, for students of the University of Banja Luka. Thirty students (mostly from the Faculty of Law, but from the Faculty of Economy and Faculty of Philosophy also) participated in the seminar. For the purposes of the seminar, but also for the future use of the Human Rights Library, the Centre has published a booklet with all the UN documents referred to during the seminar as well as some other relevant documents. The seminar was held at the Faculty of Law in Banja Luka, thanks to the Dean of the Faculty who offered a seminar venue without any charges. All the presentations, as they lasted for two hours, were organized in such a manner that an hour and a half has been left for the presentation itself, and another half an hour for the discussion with the participants. At the end of the seminar a cocktail party was prepared for the participants and all the lecturers at the seminar. The seminar was closed at 6 p.m. on 28 March2001.

An Intensive seminar for HumanRights Librarians/Information Specialists was held in Mostar from 14-16March 2001.Target group were Librarians, Documentalists and Library Assistants in Human Rights Centres. The main goal was to prepare candidates to understand the nature of information and the role of libraries and other information agencies in the management of information resources and the facilitation of information transfer. The topic of the seminar was "Traditional and Modern LibraryServices".


Seminar on "Right to Privacy and Right to Freedom of Expression", was organized by HRC Podgorica and HRC Belgrade, with expert support of Mr. Vladimir Vodinelic, Prof. of Belgrade University and representative of HRC Belgrade, Mr. Vladlen Stefanov, UNHCHR Head of Sub-office for Montenegro; then on behalf of the Center - Prof. Radovan Radonjic, Prof. Nebojša Vucinic and Mr.Siniša Bjekovic.The number of 30 invited participants was increased by more interested people from local media and students population. Participants showed enormous interest for the topics, which are estimated by them as extremely up-to-date. Interesting discussions have been provoked by very informative lectures, on one side, and daily politics and so-called' media professionalism' in practice, on another one. Therefore, the discussions exceeded scheduled time framework.
